Hello and welcome! My name is Tess Hacker. I was born and raised in Hendersonville, Tennessee, moved to Grass Valley in 2010 and have been in the cannabis industry ever since. I started out as a cultivator, spearheaded a delivery service and a distribution company and for the past 5 years, I've been helping folks navigate the ups and downs of the cannabis industry and the regulated market.

With over 80 applications successfully submitted to the state of California and Nevada County, I have witnessed numerous projects, ranging in wide scope, become fully permitted and licensed. Whether you have a bare property or a fully permitted parcel, I can help you begin your project. From conceptualizing your project, to hanging your cultivation license outside the premises gate, I will be there with you every step of the way. My ultimate goal is for you to succeed. With my knowledge and experience, I can guide you through the process with the least amount of hurdles, saving you time and money, allowing you to begin cultivating faster.

Business Formation

Forming an entity is your first step when applying for a commercial business. I can help form your entity, obtain your federal tax identification number and seller's permit.

State Permitting

In order to cultivate commercial cannabis in California, all applicants must apply to the Water Boards, California Department of Fish and Wildlife, and Department of Cannabis Control to obtain the required permits and notifications. I will aquire the required information from you, professionals, and the subject parcel to efficiently and correctly complete each application.

County Permitting

Cultivation premises 2,500 square feet and under require a commercial cannabis permit. Cultivation premises greater than 2,500 to 10,000 square feet require an administrative development land use permit. I work closely with the Nevada County Community Development Agency to obtain the required building, planning, environmental health, and public works permits to bring your parcel into compliance .

Site Plan Review
and Operation Procedures

Together we can conceptualize your design and layout, making sure you are meeting all land use codes and fire standard regulations before sending it to the engineer to prepare site plans. This will save you thousands of dollars in design fees. We will create a well written operations plans clearly outlining your procedures in compliance with state and local regulations.

Licensing Changes

Changes in the operation of a business happen. Whether you are wanting to amend your project to increase your canopy size, add employees, additional storage etc. or hang up your shoes as a cultivator, sell your property and transfer ownership of your license, I can help you.

Inspections

Prior to the issuance of your Annual Cannabis Permit an inspection is required by the Cannabis Compliance Division and District Fire Deputy. I can help prepare your property to assure smooth sailing through your inspection.
